According to the following post, it was made by a “Super Fan: David Vigil”! I always thought this was made by ND or Sony!

Later on, there was a part 2 skateboard sold on PS Gear! Maybe it was inspired by this!

Update: thanks to a very generous and kind Dog, I now own a signed version of this!
